Winona Drive Reconstruction

BACKGROUND
Winona Drive is a 170 meters long two-lane local road located in Whitchurch-Stouffville between Rupert Avenue at the north and Main Street at its south end. The road has a rural cross-section consisting of a granular shoulder, partial concrete barriers and mountable curbs in some sections. It partially drains into an existing ditch located along the west side of the road with CSP culverts conveying flows under existing driveways. Existing commercial sites and businesses including a car wash, restaurants, a strip mall, and an Esso gas station are located along the road with two residences near the Rupert Avenue intersection.
PROJECT DETAILS
The Town of Stouffville (‘Town’) has retained EXP Services Inc. to design the upgrades to Winona Drive. The project aims to improve the connectivity of the residential neighbourhood through Rupert Drive to Main Street. It includes reconstruction of the existing roadway, as well as the following upgrades: Addition of a new sidewalk along the west side of the road;
- Replacement of existing rural road cross-sections with an urban cross-section; and,
- Replacement of the roadside ditch with an underground storm sewer system.
The project will enhance drainage, and will increase safety for pedestrians, cyclists, and motorists. It will also improve the visual aesthetics of the neighbourhood.
THE PROCESS
In 2022, this project was classified as Schedule A+ under the Municipal Class Environmental Assessment (EA). Recent updates in 2024 now label Schedule A+ projects as “Exempt” from the Environmental Assessment Act (EAA).
Although exempt from the EAA, the project must still follow relevant federal and provincial laws, municipal by-laws, and obtain necessary permits. The Town is committed to consulting with the public and stakeholders to keep everyone informed and to ensure the protection of the natural environment.
The Town has hired a civil consultant, EXP Services Inc., to prepare the detailed design of the reconstruction of Winona Drive.
THE PURPOSE
The Community of Stouffville Secondary Plan identifies Winona Drive in an area designated as the Western Approach Area that requires reconstruction and upgrades to the existing infrastructure. The road is also identified in the Town's 2018 Active Transportation Servicing Plan (ATSP) to be considered for Active Transportation facility upgrades.
